§ 90.02 FIRE HYDRANT MAINTENANCE SCHEDULE.
   (A)   Purpose. The memorandum from which this section is derived is made by the village and the Brighton Betsey Ann Fire Protection District (the district) to memorialize the understandings between the village and the district regarding the maintenance and operation of the fire hydrants which are part of the water distribution and supply system operated by the village in parts of the district. The purpose of this section is to assure that the fire hydrants will be operational at all times and can be operated safely by firefighters to provide a sufficient water supply for fire suppression in the areas in which they are located.
   (B)   Agreements.
      (1)   A regularly scheduled maintenance program will be put into effect for all fire hydrants on the village’s water supply distribution system to assure that the hydrants are operational and in good working order.
      (2)   Older hydrants with leaded in caps will be identified on the map of the village’s hydrants to be supplied to the district and these hydrants will also be marked in a mutually agreed manner to identify them to firefighters so that appropriate precautions can be taken in their use.
      (3)   The village and the district agree that hydrants will be tested on a routine and joint basis by village personnel and Fire Department personnel and that this testing will be coordinated by the appropriate personnel of the village and the district so that joint participation will occur by both village and district personnel in carrying out the testing of the hydrants. Testing will occur at least once each year between March 1 and July 1, with the time of testing to be determined by the village.
      (4)   The village will provide the district with a map showing the fire hydrants on the distribution system, and this map will be updated as new hydrants are added or old hydrants removed or relocated.
