      (3)   Re-evaluation. This division (A) shall be re-evaluated as necessary, but in any event, not less than annually, in order to make certain that the rates charged are adequate to meet the costs promulgated by the state’s American Water System for the cost of water, together with any necessary water system improvements. Any amount of increase charged to the village will then be passed on to the village users.
   (B)   Bulk water hauling rates. Water rates for bulk hauling by water truck haulers shall be set at the rate of $5.70 per 1,000 gallons.
      (1)   A bulk water truck haulers charge shall be applied whether haulers load at the municipal water building located in the village, or whether loaded at any other bulk loading points throughout the municipal water system.
      (2)   BULK LOADING POINT shall be defined as any point where a water tank is filled for transport to any other location whether it may be for resale or gift. All bulk hauling rates shall be equal, and the same charge of $5.70 per 1,000 gallons shall apply to all water distribution points for the loading of water trucks throughout the municipal waterworks system.
