§ 33.045 CREATED; EMERGENCY MANAGER.
   (A)   The office of Emergency Management has been created under the office of the Mayor and shall be managed by an Emergency Manager. The Office of Emergency Manager will coordinate activities pertaining to any disaster emergency and will be the instrument through which the Mayor may exercise the authority and discharge the responsibilities vested in him or her.
   (B)   The Emergency Manager shall be an employee of the city who is appointed by the Mayor and approved by the City Council. The Emergency Manager shall report directly to the City Administrator or designee and shall be responsible for the planning, administration and operation of the local organization subject to the direction and control of the Mayor. The Emergency Manager shall also have the following responsibilities:
      (1)   Ultimate responsibility and authority in carrying out the policy decisions of the Mayor;
      (2)   Coordinates all disaster related emergency response actions of all city departments;
      (3)   Coordinates activities of the Emergency Coordination Center;
      (4)   Point of contact/liaison with other municipal, county, state or federal organizations;
      (5)   Coordinate recovery activities following a disaster situation; and
      (6)   Coordinates all mitigation and preparation activities of the city.
