Any individual or group desiring to file a referendum or initiative petition with the city to repeal, create, or modify a legislative act of the governing body shall follow the process outlined in the state law, U.C.A.§ 20A, Chapter 7, or its successor statute, using the voter participation areas shown in § 32.009 of this chapter.
