§ 31.024 HUMAN RESOURCES DIRECTOR.
   (A)   Office of Human Resource Director created. The Human Resource Director shall be appointed by the Mayor with the advice and consent of the City Council.

   (B)   Duties.
      (1)   The Human Resource Director shall assume management responsibilities for the Human Resource Department services and activities, recommend and implement guidelines and practices to enhance efficiency and effectiveness of human resource management programs (i.e., recruitment, selection, compensation, classification, performance management, incentive systems and employee relations), research laws, codes and statutes, solicit legal opinions and recommend new procedures as necessary.
      (2)   The Human Resource Director shall also ensure compliance with personnel policies, federal and state human resources management regulations and shall review and analyze reports, legislation, court cases and related personnel matters. The Human Resource Director shall be subject to appointment on committees or commissions as directed by the Mayor and/or the City Administrator.

   (C)   Employee grievances. The Human Resource Director or his or her designee shall coordinate the employee grievance hearing process, assure timely processing of all employee grievances and assist management staff in preparing and processing responses to employee grievances.
