Upon adoption, the provisions of this chapter shall apply to the activities of all sexually-oriented businesses and sexually-oriented business employees described herein, whether such businesses or activities were established or commenced before, on or after the effective date of this chapter. All existing sexually-oriented businesses and sexually-oriented business employees are hereby granted a de facto temporary license to continue operation or employment for a period of 90 days following the effective date of this chapter. Within said 90 days, all sexually-oriented businesses and sexually-oriented business employees must make application for a license pursuant to this chapter. Within said 90 days, sexually-oriented businesses must make any necessary changes to the interior configurations of the regulated business premises to conform to this chapter.
