The purpose of this chapter is to normalize the regulation of alcoholic beverages by the city by:
(A) Simplifying alcoholic beverage control regulation so that they do not duplicate state regulations; and
(B) Limit the city’s regulatory interests to business licensing and land use concerns as provided in this business regulation title and Chapter 156 of this code of ordinances. The provisions of this chapter shall be construed to effectuate those purposes. This chapter does not limit in any way the responsibilities of city police officers or city prosecutors under state law.
