(A) In no event shall any mistakes made by an applicant, a licensee or the Department in the calculation of a license fee prevent or prejudice the collection by the city of the amount actually due from any person subject to licensing under this subchapter.
(B) Likewise, no such mistakes shall prevent or prejudice the refund to licensees of amounts overpaid by reason of mistakes.
