§ 30.058 PUBLIC PARTICIPATION IN MEETING.
   Other than at a required public hearing and the public comment portion of the meeting, members of the public shall not be allowed to participate in the meeting unless they are on the agenda or requested to present to the Council by the Chair of the meeting or a member of the Council. Any member of the public interrupting City Council proceedings, approaching the Council without permission, otherwise creating a disturbance, or failing to abide by the rules of procedure in addressing City Council, shall be deemed to have disrupted a public meeting and, at the direction of the Chair, may be removed from Council Chambers by Police Department personnel or other agent designated by City Council or City Administrator.
