The owner of a structure shall lawfully cause the collection, transportation and disposal of refuse which has been generated at his or her structure. The owner of a structure shall not cause or permit putrescible refuse to remain at his or her structure for more than seven days or non-putrescible refuse to remain at his or her structure for more than 30 days.
