§ 93.016 UNLAWFUL TO COLLECT, TRANSFER OR DISPOSE OF REFUSE WITHOUT A BUSINESS LICENSE.
   Except as otherwise provided in this chapter, it shall be unlawful for any person or entity other than the city to collect, transport or dispose of refuse in the city for profit without a business license thereof.
