§ 92.076 ENFORCEMENT.
   In enacting this subchapter, it is not the city’s intent to criminalize camping, nor criminalize homeless persons seeking shelter when shelters are full or when homeless persons lack reasonable notice of available shelter, nor violate a person’s constitutional rights. Likewise, the city does not wish to prohibit city sponsored outdoor events, special events, parades and the ordinary recreational use of parks such as picnicking and use of designated public cooking facilities, or resting or sleeping on a blanket that does not involve camping during normal park hours.
