Upon discovery of a campsite on public property, removal of the campsite by the authorized agents of the city may occur if:
(A) After reasonable notice, the person or persons refuses to remove his, her or their personal property from the premises;
(B) Personal property appears to be abandoned;
(C) There is probable cause for law enforcement officials to believe that illegal activities other than camping are occurring at the campsite; and/or
(D) There is immediate danger to human life, health or safety, including, but not limited to, possible contamination of public or private property by unsanitary and/or hazardous materials.
