§ 92.073 EXEMPTION FOR CERTAIN SPECIAL EVENTS.
   (A)   The Mayor or Mayor designee, in his, her or their discretion, may issue a special event permit to allow camping in connection with this chapter. Activities and programs the Mayor deems to be in the public interest and shall not constitute a public nuisance nor be a threat to the public health, safety or welfare.
   (B)   Ordinary city sponsored outdoor events, special events, parades and the recreational use of parks such as picnicking and use of designated public cooking facilities, or resting or sleeping on a blanket that does not involve camping during normal park hours.
