(A) Whenever a vacancy occurs in the office of City Council, the City Council shall, by a majority vote, appoint a registered voter in the city who meets the qualifications for office established in the Utah Code to fill the unexpired term of the office vacated until the next municipal election when a successor can be elected and qualified.
(B) Before acting to fill the vacancy, the City Council shall give public notice of the vacancy as outlined in the Utah Code. Any city resident who meets the qualifications may apply.
