§ 30.037 QUORUM.
   The number of members of the Council necessary to constitute a quorum is three or more, not including the Mayor. The Mayor and four Council members are necessary as a quorum if any item to be considered involves the rights or functions of the Mayor. The Council shall have the power to compel the attendance of its own members and provide such penalties as it deems necessary for the failure to comply therewith.
