The City Administrator or his or her designee shall have the authority to temporarily close and/or restrict access to any park, playground or recreational facility, or any portion thereof when such closure and/or restriction is determined to be necessary for:
(A) The reasonable and proper protection of the park, playground or recreational facility;
(B) The reasonable and proper protection of city residents or any other potential user from any existing or potential hazard; and/or
(C) Any other emergency circumstance or situation which may arise.
