(A) Whenever a vacancy occurs in the office of Mayor, the City Council shall, by a majority vote, appoint a registered voter in the city who meets the qualifications for office established in the Utah Code to fill the unexpired term of the office vacated until the next municipal election when a successor can be elected and qualified.
(B) Before acting to fill the vacancy, the City Council shall give public notice of the vacancy as outlined in the Utah Code.
(C) If, for any reason, the Council does not fill the vacancy within 30 days after the vacancy occurs, the two persons having the highest number of votes of the Council shall come before the Council and if there is not a majority vote by the Council the vacancy shall be filled by lot in the presence of the Council.
