The Community Development Department shall have control over all business licenses for concession stands or dispensaries that sell any food or beverage items to the public in any public park, playground or recreational facility and, before any concession shall be permitted in any public park, playground or recreational facility, an approval from the Community Activities and Services Director must be obtained and a license purchased from the city’s License Department for the operation thereof.
