(A) The City Administrator or his or her designees, with the help of authorized commissions or committees, may adopt or recommend the adopting of rules, regulations and where necessary, ordinances, for the use, care and governing of their respective areas of responsibility with the approval of the City Council.
(B) Rules and regulations shall be consistent with this chapter and other city ordinances.
