(A) The POTW manager is authorized to establish local limits pursuant to 40 C.F.R. § 403.5(c).
(B) (1) Local limits apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for total metal unless indicated otherwise. The POTW manager may impose mass limitations in addition to the concentration-based limitations as stated in the local limits with the approval of the state’s Division of Water Quality.
(2) The development documents for local limits are kept at the city’s Industrial Pretreatment Program Office and can be reviewed if requested.
(C) The POTW manager may develop best management practices (BMPs) by ordinance or in individual wastewater discharge permits to implement local limits and the requirements of § 52.044 of this chapter.
(D) No User shall discharge wastewater containing pollutants in excess of the specific local limits as established by the city from time to time. The local limits are developed and implement per the requirements of 40 C.F.R. part 403. The development documents can be found at the city’s wastewater treatment plant, Industrial Pretreatment Office.
