Nothing in this subchapter shall be construed to relieve from or lessen the responsibility or liability of any person owning, operating, controlling or installing any electrical wiring or equipment for damage to persons or property caused by any defect therein, nor shall the city be held as assuming any such liability by reason of the inspection or the examination authorized herein or the certificate of approval or the license and certificate therefor issued as herein provided or by reason of the approval of any equipment or wiring authorized herein.
