(A) The City Council shall, by resolution from time to time, adopt such written policies and procedures for collection of delinquent utility accounts and for termination of service due to delinquencies, as the Council shall deem necessary and proper.
(B) The policies and procedures adopted by the City Council, pursuant to a resolution, shall constitute the official policies and procedures of the city in this regard until such time as the City Council, by resolution, amends or revises said policies and procedures.
