§ 91.065 MONUMENT, HEADSTONE OR MARKER REQUIREMENTS.
   (A)   No permanent headstones or markers of marble or granite or other rock construction shall be installed in the cemetery without also installing a foundation of cement, solid rock or other suitable material as approved by the sexton around such headstone or marker six inches in width, which border shall be flush with the lawn so that the lawn may be cut conveniently without contact with the headstones or markers. All permanent vases must be attached to the monument, stone base, or cast into the ends of the concrete border. No open holes in the concrete base will be accepted as flower vases. No vases separate from the memorial will be permitted.
   (B)   All monuments must be placed within the boundary of the grave or graves of the owner in conformity with established rows. Monuments, including foundations, shall not exceed 42 inches in height, nor be wider than 28 inches, including the six inches of foundation that extends beyond the headstone.
   (C)   Flat markers, level with the ground, with approval of the cemetery sexton, may be installed between established rows. No flower vases or containers, permanent or otherwise, will be permitted on these markers. Cemetery allows one raised marker and one flat marker on one grave.
   (D)   All monument dealers that install a headstone that do not comply with the standards stated above will have 30 days to remedy the non-compliance. Brigham City reserves the right to prohibit future monument installation by the violating monument dealers that do not comply, until the previous violation(s) have been corrected.
   (E)   Interference with excavation. The owner or responsible party is responsible for the removal and replacement of a marker that must be removed for the excavation of a grave or for the expenses of such services if contracted. If the owner or responsible party wishes, the city will arrange for the services with a local monument company, at the owner's expense.
   (F)   Veterans Crosses are available from local veteran groups and may be installed in or on the permanent cement base of a monument. Crosses can be installed on the north and south side of the foundation. Upkeep and maintenance are the responsibility of the monument owner. The cemetery staff will repair crosses damaged due to maintenance.
