The Mayor, as chief executive officer of the city, shall exercise general supervision over all the departments of the city government. The Mayor shall see that every officer, at the expiration of their term of office, or resignation or removal from office, delivers to their successor all the books, papers, maps, plats, furniture, fixtures or other property appertaining to the office.
