§ 91.003 AUTHORITY TO MAKE RULES; UNLAWFUL TO VIOLATE.
   (A)   The City Council is hereby authorized and directed to promulgate rules and regulations, and enforce said rules and regulations as adopted by the city. It shall be unlawful for any person(s) to violate the rules and regulations as set forth in this chapter. Persons violating this code may be deprived of use of city facilities.
   (B)   The city and its employees will allow use of facilities based on the criteria listed below on a first come, first served basis, without discrimination. No preferential treatment will be given based on past use, political affiliation and the like.
   (C)   No use of city facilities will be allowed for the purpose of endorsing one political candidate over another, nor shall any city employee or city official operate any city equipment for any political campaign purpose.
