For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANTENNA. Any exterior apparatus designed for commercial telephonic, radio or television communications through the sending and/or receiving of electromagnetic waves including equipment attached to a tower or building for the purpose of providing personal wireless services.
ANTENNA HEIGHT. The vertical distance measured from the base of the antenna support structure at grade to the highest point of the structure even if said highest point is an antenna. Measurement of tower height shall include antenna, base pad and other appurtenances and shall be measured from the finished grade of the parcel. If the support structure is on a sloped grade, then the average between the highest and lowest grades shall be used in calculating the ANTENNA HEIGHT.
ANTENNA, LATTICE TOWER or LATTICE TOWER. A wireless communications support structure consisting of a single pole to which consists of metal crossed strips or bars to support antennas and connecting appurtenances.
ANTENNA, MONOPOLE or MONOPOLE. A wireless communications support structure consisting of a single pole to support antennas and connecting appurtenances.
ANTENNA, ROOF MOUNT or ROOF MOUNT. Any antenna that is attached to the roof of a building or structure.
ANTENNA, WALL MOUNT or WALL MOUNT. Any antenna that is attached to the wall of a building or structure.
ANTENNA SUPPORT STRUCTURE. Any pole, telescoping mast, tower, tripod or other structure which supports an antenna.
CELL SITE. A tract or parcel of land that contains the commercial cellular communications or commercial personal wireless services antenna, its support structure, accessory buildings and parking, and may include other uses associated with an ancillary to commercial cellular communications or commercial personal wireless services transmission.
COMMERCIAL. Of or engaged in a for-profit venture, or operated as a business subject to regulation by Title XI of this code of ordinances.
FAA. The Federal Aviation Administration.
FCC. The Federal Communications Commission.
GOVERNING AUTHORITY. The Brigham City Council.
PERSONAL WIRELESS SERVICE AND PERSONAL WIRELESS SERVICE FACILITIES. As used in this subchapter, shall be defined in the same manner as in 47 U.S.C. § 332(c)(7)(C), as they may be amended now or in the future.
SMALL CELL FACILITY. One or more radio transceivers, antennas, interconnecting cables, power supply, other associated electronics and equipment which are attached to a structure such as a pole or a building, and which meets the following parameters: in divisions (1) and (2) of this definition below. For purposes of these definitions, volume is a measure of the exterior displacement, not the interior volume of the enclosures. Antennas or equipment concealed from public view in or behind an otherwise approved structure of concealment are not included in calculating volume.
(1) SMALL CELL ANTENNA. Each antenna shall be no more than three cubic feet in volume.
(2) SMALL CELL EQUIPMENT. Each equipment enclosure shall be no larger than 17 cubic feet in volume. Associated conduit, mountain bracket or extension arm, electric meter, concealment, telecommunications demarcation box, ground-based enclosures, battery back-up power systems, grounding equipment, power transfer switch and cut-off switch may be located outside the primary equipment enclosure(s) and are not included in the calculation of equipment volume.
SMALL CELL FACILITY UPGRADE. The addition of a new small cell facility, removal of an existing small cell facility or the replacement of an existing small cell facility.
SMALL CELL NETWORK. A collection of interrelated small cell facilities designed to deliver wireless communication service. The small cell facilities in a SMALL CELL NETWORK may be located on one or more structures within and/or outside of public ways.
TOWER. Any structure that is designed and constructed primarily for the purpose of supporting one or more antennas, including self-supporting lattice towers, guy towers or monopole towers.
(1) The term encompasses commercial personal wireless facilities, including radio and television transmission towers, commercial microwave towers, commercial common-carrier towers, commercial cellular telephone towers or commercial personal communications services towers, alternative commercial tower structures and the like.
(2) This term does not encompass structures designed and constructed primarily for the purpose of supporting non-commercial antennas.
