(A) All required off-street parking spaces and maneuvering areas shall be paved and permanently maintained with hard-surfacing. Hard-surfacing materials shall include concrete, asphalt, brick pavers and stone.
(B) The Planning Commission may allow for exceptions to the requirements of division (A) above with the following conditions:
(1) The proposed use is within the M-D or M-G Zones;
(2) The required off-street parking is less than five parking stalls; and
(3) The applicant provides an alternative parking surface that is dustless and will not track onto the public right-of-way.
(C) All required off-street parking must not occur in an area that meets the requirements of divisions (A) or (B) above.
