The purpose of these off-street parking requirements is to reduce congestion and traffic hazards within the city by incorporating adequate, attractively-designed off-street parking and loading facilities for various land uses. Parking areas shall be designed in such a manner that they will result in maximum efficiency, protection of public safety, provide for the special needs of the handicapped and, where appropriate, insulate surrounding land uses from adverse impacts created by such parking.
