§ 156.321 PLANNED DISTRICT.
   The 900 North/Main Street Planned District shall apply to all properties located within the corporate limits of Brigham City at the southeast corner of the 900 North Street and Main Street intersection as shown in Exhibit “A”, attached to the ordinance codified herein, as illustrated in § 156.324.
   (A)   Zoning district established. P-GC (Planned – General Commercial).
   (B)   Uses. The following uses are allowed within the P-GC District, which otherwise may not be listed in the underlying General Commercial Zoning District:
      (1)   The underlying zone is General Commercial; all uses allowed under the same permitted or conditional use designation as in other General Commercial Districts are hereby allowed in this Planned District; and
      (2)   Additional permitted uses allowed and incorporated in the P-GC District:
         (a)   Landscape service business. A business that designs, installs and maintains landscape. Business includes the storage of equipment, repair and maintenance of equipment and on-site storage of landscape materials:
            1.   Landscape-related machinery includes mowers, edgers, trimmers, backpack blowers, chainsaws, loppers, trailers, spreaders, trucks, ATV vehicles, boom truck, chippers and the like for off-site and on-site uses. Storage includes both enclosed building activities and open storage allowances in a fenced/enclosed setting;
            2.   Repair and maintenance of all landscape machinery and equipment, including, but not limited to, of all landscape-related machinery including mowers, edgers, trimmers, backpack blowers, chainsaws, loppers, trailers, spreaders, trucks, ATV vehicles, boom truck, chippers and the like for off-site and on-site uses; and
            3.   Landscape materials integral to the operation of a landscape business includes, but not limited to, pre-made bark, landscape rock, sod, top soil, fertilizers and the like. Incidental landscape byproduct activities such as storage of lawn clippings, tree limbs, stumps and the like is allowed behind a fenced yard. Note: fertilizers shall not include anhydrous ammonia and neat ammonium nitrate. Storage of hazardous materials shall follow federal and state regulations;
         (b)   Firewood distribution. Pre-cut and dried wood storage brought to site and packaged for distribution and on-site sales. Minor splitting of pre-cut wood is allowed. Large stem processing (saw mill operation) is not allowed;
         (c)   Welding and fabrication. In-house welding and fabrication in an enclosed setting for the purpose of repairing machinery and equipment of all permitted business operations on-site. Incidental custom fabrication is also allowed;
         (d)   Ice making and storage. Freezing, packaging, storage and distribution of ice. Ice making and packaging must be located within an enclosed building to mitigate noise; and
         (e)   Kennel. Overnight boarding of dogs within an enclosed building restricted to the southwest portion of the 816 North Main Street building formally known as the Hansen Motors Showroom with the health and safety standards being regulated by the city’s Animal Control Officer.
   (C)   General Development Plan. The approved civil site and landscape plans and new building elevations shall serve as the General Development Plan for this 900 North/Main Street Planned District. Any significant revision to the General Development Plan requires an amendment to this subchapter.
