The provisions of this chapter represent the minimum requirements necessary to advance its stated purposes. Unless otherwise specified within this chapter, it does not preclude adding standards and requirements necessary to achieve the policies of the General Plan, the purposes of thischapter or protect the public health, safety, peace, morals and general welfare.
