(A) The design and construction of all subdivisions shall be found by the Land Use Authority, as applicable, to preserve and protect the existing natural terrain, drainage, topsoil and trees of the subject property, as practicable.
(B) (1) The design and construction of all subdivisions shall recognize any hazardous or potentially hazardous conditions, including, but not limited to, landslides, mud and debris flows, rock falls, avalanches, areas of existing and potential ground subsidence, areas of high ground water, floodplains, drainage ways and areas subject to fire dangers existing on the subject property.
(2)
No subdivision application shall be approved by the Land Use Authority, as applicable, until such hazard(s) have been removed, or the design and layout of the proposed subdivision eliminates, or minimizes, any hazardous or potentially hazardous conditions to the extent determined necessary by the Land Use Authority.
