(A) The provisions and requirements of this chapter shall apply to property located within the municipal boundaries of the city.
(B) The provisions and requirements of this chapter may apply to:
(1) A development providing residential uses only;
(2) A development providing nonresidential uses only; or
(3) A development providing a combination of compatible residential and non-residential uses, as determined by the Commission and Council.
