(A) A CSO is intended to provide subdivisions and accompanying lot configurations that demonstrate desirable subdivision features including:
(1) Protections for sensitive, agricultural and other lands;
(2) Provisions for the long-term conservation of open spaces and agricultural use areas;
(3) Provisions for trails, trailheads and other necessary public access locations to trails; and
(4) Cost efficiencies in subdivision development and maintenance, including the amount and location of required infrastructure, including roads and streets, and other required utilities and services.
(B) A CSO is not provided and is not intended in any way to provide a mechanism to achieve increased residential density benefits above that provided by the applicable zoning district.
