§ 155.103 SITE PREPARATION WORK PROHIBITED.
   No site preparation work, including any excavation, grading or regrading shall take place on the subject property, and no building permits shall be issued by the city, until a no-dedication subdivision of five or fewer lots application has been approved and recorded in the office of the County Recorder.
