§ 155.050 PRELIMINARY SUBDIVISION PLAT APPLICATIONS.
   (A)   Prerequisite development review team review and accompany information, approvals and recommendations.
      (1)   Before the Commission considers a preliminary subdivision plat application, as required herein, members of the city’s Development Review Team (DRT) shall review the preliminary subdivision plat application for compliance to all requirements of this chapter and other land use ordinances and requirements, as applicable. The results of the DRT meeting, including all review comments and recommendations, shall be provided to the Commission and the Land Use Authority, as applicable.
      (2)   Before the Commission considers a preliminary subdivision plat application, the DRT shall require and ensure that the approvals and recommendations required by § 155.047 of this chapter are included with the information and materials provided to the Commission, and Land Use Authority, as applicable.

   (B)   Items for commission and Land Use Authority review.
      (1)   The Commission, in formulating a recommendation to the Land Use Authority, as applicable, shall consider all information and materials received. The Commission shall formulate and transmit a recommendation to the Land Use Authority on the preliminary subdivision plat application for consideration, with findings.
      (2)   The Commission may recommend approval of the preliminary subdivision plat application as presented, recommend approval of the preliminary subdivision plat application with revisions, continue the item or recommend denial of the preliminary subdivision plat application, with findings of compliance or non-compliance with this chapter, the city’s other land use ordinances and other expressed city standards and requirements, as applicable.
      (3)   The Commission may recommend revisions to the preliminary plat and its accompanying materials including, but not limited to:
         (a)   Revisions to submitted materials and information necessary to meet all requirements and standards for a preliminary subdivision plat, as applicable, and as identified by § 155.047 of this chapter;
         (b)   Revisions to the subject property information, as applicable, and as identified by § 155.047 of this chapter; and
         (c)   Revisions to the following application materials, as required by the city staff or Commission:
            1.   Geotechnical report;
            2.   Preliminary grading plan;
            3.   Preliminary erosion control plan;
            4.   Preliminary easement plan;
            5.   An accurate title report; and
            6.   Current county tax clearance.
      (4)   The Commission may recommend necessary on-site and off-site improvements, facilities, services and amenities provided 100% by the applicant(s) for preliminary subdivision plat application approval, such improvements, facilities, services and amenities being determined to be consistent with the requirements of this chapter, including, but not limited to:
         (a)   Culinary water system and services;
         (b)   Sanitary sewer system and services;
         (c)   Fire protection and suppression system and services, including fire hydrants, fire access and water storage facilities;
         (d)   Transportation system and services, including all roads, streets, sidewalks, trails, biking facilities and all other transportation-related facilities including layout, design, grading and surfacing, street lighting and streetscape enhancements, including street trees and park strip improvements;
         (e)   Storm drainage and flood-control system and services;
         (f)   Secondary water system services;
         (g)   Electrical power system and services;
         (h)   Fiber optic system and services, and other telecommunication services;
         (i)   Park and open space areas and facilities;
         (j)   Fencing and buffering treatments;
         (k)   Any Special Service District or Special Service Area expressed requirements; and
         (l)   Revisions necessary to comply with any federal, state and local standards and requirements.
      (5)   The Land Use Authority, as applicable, in deciding a preliminary subdivision plat application, shall consider the Commission’s recommendation and all information and materials received.
      (6)   The Land Use Authority, as applicable, may approve the preliminary subdivision plat application as presented, approve the preliminary subdivision plat application with revisions, continue the item, or deny the preliminary subdivision plat application, with findings of compliance or non-compliance with this chapter, the city’s other land use ordinances and other expressed standards and requirements, as applicable.
      (7)   The Land Use Authority, as applicable, may require revisions to the preliminary subdivision plat, and its accompanying materials, including, but not limited to, the items identified by § 155.047 of this chapter.
      (8)   The Land Use Authority may require on-site and off-site improvements, facilities, services and amenities, provided 100% by the applicant(s) for preliminary subdivision plat application approval, such improvements, facilities, services and amenities being determined consistent with the requirements of this section.
