(A) As provided by the Act, the city may adopt all land use standards as determined necessary by the Council.
(B) Notwithstanding division (A) above, the city may not adopt or impose any land use ordinance, requirement, regulation, condition or standard that conflicts with a provision of the Act, any other state law or any federal law.
(C) The city may adopt land use standards that exceed the standards of the Act, any other state law, or any federal law, complying with division (B) above, if such standards are found to be in the interests of the city, as determined by the Council.
