§ 154.003 RATES CHARGES AND FEES.
   (A)   The City Council shall, from time to time and by appropriate resolution, fix and determine the rates, charges and fees to be levied and assessed upon the residents and inhabitants of the city.
   (B)   All such rates, charges and fees shall be just, reasonable and non-discriminatory.
