All owners or occupants of lots in the city requiring water from a main ditch for irrigation or other purposes are hereby required to dig suitable ditches, erect flumes or lay pipes and maintain the same to convey the water across the sidewalk to or from their respective lots. It shall be unlawful for any person to allow or cause any irrigation water to overflow or be directed upon the street or the public right-of- way where it causes any damage.
