(A) These provisions shall be interpreted and applied in order to comply with the provisions of federal law. By way of illustration and not limitation, any small wireless facility which has been certified as compliant with all FCC and other government regulations regarding the human exposure to radio frequency emissions will not be denied based on radio frequency (RF) radiation concerns.
(B) Small wireless facilities shall be subject to the requirements of this subchapter to the extent that such requirements:
(1) Do not unreasonably discriminate among providers of functionally equivalent services; and
(2) Do not have the effect of prohibiting personal wireless services within the city.
(C) Small wireless facilities may not be expanded pursuant to an eligible facilities request.
