(A) It shall be unlawful for any person to place any number on any house or building in the city without applying to Community Development to have the proper number assigned to such house or building.
(B) Community Development shall keep a record of all numbers assigned and shall assign numbers in accordance with the record. Within 30 days after being notified by Community Development, it shall be unlawful for any person to refuse, fail or neglect to place a conspicuous number, easily seen and deciphered from the sidewalk, on any house which is owned or controlled by him or her within the corporate limits of the city.
