(A) The Police Department and the Public Works Department shall work in concert in establishing, maintaining, altering or removing all traffic-control devices, signs and markings located on or adjacent to public streets within the city.
(B) There is hereby adopted as the official guidelines to be used by said departments in making said decisions the Manual on Uniform Traffic-Control Devices, published by the United States Department of Transportation, three copies of which shall be maintained on file with the City Recorder.
(C) All such signs, markings and devices so placed shall be and become the official location of such signs, markings or devices for the city.
