§ 51.19 BULK WATER USERS AND RATES.
   (A)   Bulk water user defined. Any user or purchaser of water that does not have access to water release valve with a permanently fixed meter owned by the city shall be considered a bulk water user.
   (B)   Bulk water rates. A bulk water user shall purchase the water at a rate of two and one- half times the currently adopted usage rate for a property that is currently connected to the city's water system at the completion of their use. The bulk water user shall accurately report the total amount used to the City Clerk, or their representative, who shall calculate the amount due to the city plus sales tax. For the purposes of billing the time of reporting the water used shall be deemed the time of consumption and thereby the appropriate charge.
