Any individual, partnership, or corporation seeking to become a location where lottery tickets are sold or Keno is played within the city shall meet the same requirements as those prescribed by law for an applicant for a liquor license issued by the State Liquor Commission or shall be the holder of a liquor license issued by the State Liquor Commission.
