APPENDIX A: WATER AND WASTEWATER RATES
   (A)   Water rates - flat rate schedule.  
      (1)   Effective on the billing date on or after October 1, 2016, to be made to users of water supplied by the City Water Department, the rates charged by the City Water Department shall be as follows:
         (a)   Customer charge. All residential and commercial            $40.40/month
         (b)   Usage, per 100 gallons                        $.28
      (2)   Customer's partial month of usage pro-rated for base charge. Users of water supplied by the city base charge shall be charged on a pro-rated system of equal amounts per day of each month that the property is hooked up and in service. At no time shall this amount exceed the maximum base rate per month and the minimum shall be $5.
   (B)   Wastewater rates - flat rate schedule. Effective on the billing dates indicated below, users of wastewater supplied by the City Wastewater Department, the rates charged by the City Wastewater Department shall be as follows:
