In the event that the electrical service is disconnected by the city because of nonpayment of the utility bill, the deposit shall be applied towards the unpaid bill and prior to reconnecting the service, the unpaid bill shall be paid in full along with the reconnect fee and the person requesting the reconnection shall deposit with the city an amount equal to double the deposit held by the city prior to the disconnection.
