Failure of an auxiliary officer to complete eight hours of service when called for duty, without valid excuse, for two consecutive months, shall be considered neglect of duty and subject the officer to discharge. The Chief of Police shall determine the validity of the excuse and shall establish such other rules as may be necessary to carry out the procedures of this section.
