§ 131.37 DISTRIBUTION OF HANDBILLS, CIRCULARS, DODGERS OR PLACARDS IN THE VILLAGE.
   (A)   It is hereby declared unlawful for any person or persons to throw, cast or distribute any handbill, circular, dodger or placard in or upon any doorstep, porch, veranda, garage, ground or premises of any person or corporation or upon the streets, avenues or alleys in the village for the purpose of advertising and entertainment, show, theater or wares or merchandise or business of any kind unless such person or persons have obtained a written permit from the Mayor of the village so to do, which permit the Mayor may issue upon the payment of a permit fee of not less than $1 nor more than $100, which permit shall be valid only for one such distribution or for such period as the Mayor in his or her discretion may permit.
   (B)   Whoever violates the provisions of this section shall be fined not less than $1 nor more than $100 and costs of prosecution.
