A Board of Review is hereby created consisting of three members to be appointed by the Village Council, said members to serve at the will of the Village Council. A majority of its members shall constitute a quorum and it shall adopt its own rules of procedure and keep a record of its transactions, and all hearings of Board shall be conducted privately and with reference to the confidential character of information required to be disclosed by this section shall apply to all matters as may be heard before the Board on Appeal.
