(A) A franchise authority may be granted to a grantee to construct, operate and maintain a cable television system within the streets of the village for a period of not less than 15 years subject to the conditions and restrictions of a franchise agreement as hereinafter provided as long as the conditions and restrictions are not inconsistent with the Act.
(B) At the expiration of a franchise, the village shall have the right to renew or reject any application for franchise extension as called for in the Act. In the event a franchise is extended, it shall be extended for a period of not less than ten years and not more than 25 years.
